Will not turn on with wifi already on #1844

Which device (manufacturer, type)?
Droid Bionic
Which firmware is installed?
Jellybean
What version of wireless tether are you using?
3.3 beta 2
What steps will reproduce the problem?
1. Turn on wifi via phone settings.
2. Open wifi tether and hit start.
3. It'll blink, but nothing else.

What is the expected output? What do you see instead?
Expected to run. :P  Blinks, but nothing else.
Please provide any additional information below.
Set in the tether program to turn off wifi before starting.
Recommend a flag to turn phone's wifi back on when turning tether off if wifi 
was turned on in the beginning.
