Unused actuators can't be directly controlled since at least SysAP 2.1.5 #11

When an actuator is not defined in the SysAP (i.e. dragged onto the house plan), it cannot be directly controlled via xml/websocket protocol. Only actuators which are used in the SysAP GUI can be directly addressed.

There is no way to change the behavior of the SysAP, so this can't be fixed in home. The workaround is to put an actuator which you want to address into a dummy room.
