Disable standalone parallel DES and fix NetworkMessage serialization #639

Cleaning up the PDES side of the house. Addresses issue #632 and issue #636.

@calewis What is up with all of these merge PR commits? I believe I followed my usual process for creating a PR and they apparently don't actually change any files ?????

We see these sometimes in core and element PRs as well. It seems to mean that the branch was taken from a weird spot, but I'm not sure that's what always causes it. To fix it I usually have to do a rebase to latest devel on the branch and then force push back to GitHub. If that causes problems, I usually create a new branch and just overlay to changes on it and submit a new PR. I wish I understood git a bit better to know what it does this sometimes.
