Add sstcc test to make installcheck #655

sstcc is currently broken, but this is not caught by the test suite. We need to add a test of sstcc to make installcheck.

Fixes addressing issue #660 also address this. sstcc is tested when building with clang autoskeletonization, without clang autoskeletonization sstcc will now fail more elegantly.
