Date and time when creating/editing a course can be entered in different form than adviced #10

Date and time format whenediting an exercise is adviced to be YYYY-MM-DD HH:MM, eg. 2018-09-12 23:59 in the text below the input field, but instead it can also be entered as DD.MM.YYYY HH.MM.SS
