Test: BeaconVote value check and encoding tests

This PR adds tests for the BeaconVote structure.

Tests:

[x] Encoding test
[x] Value check: valid beacon vote
[x] Value check: source higher than target
[x] Value check: far future target
[x] Value check: slashable vote
[x] Value check: decoding error (attestation ConsensusData and sync committee ConsensusData)
