Overview

This PR removes the following convenience functions:

CreateValidatorConsensusData
SSVMessageToSignedSSVMessage
PartialSignatureMessagesToSignedSSVMessage
NewBeaconVote

and the redundant SignedSSVMessage.GetOperatorID function.
