Generate quantum circuit object for alice to send to bob

Quantum circuit that randomly flips bits and the encodes in orthogonal bases.

• [ ] encodes random bitstring in random bases
• [ ] sends quantum circuit to bob
• [ ] compares bases with bob
• [ ] compares bit string with bob removing non-matching bits
• [ ] uses portion of bit string to verify no eavesdropper
• [ ] saves final key
