I think this is a really interesting topic, but I'm not sure why you are limiting yourself only to the last year when you have many years to look at this data. It could be more informative, and more interesting, to explore this comparison over both time and state, since then statewise (or regionwise) trends over time could appear, along with the general state differences you were going to look at (and you will not have enough observations if you only consider 1 year). Your hypothesis is also reasonable, though you might want to consider gathering some data on crime rates by city/state in order to create a clear delineation between "high crime" and other areas, and then you could consider hypothesis testing (not required) to determine if the difference is statistically significant.

Overall, solid question and topic, but there are places to grow the exploration, and your current question does not include enough observations to be used.

Closing this issue because we are ready to start the project and are focusing on data set 2. We will use the feedback for this dataset to help guide our draft proposal.
