Summary of changes

[x] Update dependencies to latest major version
[x] Add check to only send emails in production
[x] Set dependabot to only update production dependencies

Tests completed

[x] Make sure email removal and addition still work (to verify breaking googleapis changes didn't break build)
[x] Make sure tests still pass (to verify breaking changes to supertest)
