Change the HSI repo address #37

I decided to do a tiny reorganization of the extension to make it complient with the most up to date templates and practises. The extension lives here and I will be happy to transfer it into the stac-extensions org if possible, otherwise I can transfer it into the Azavea org.

Don't merge it until we decide where to move it!

Most visibility you likely get in stac-extensions and we can surely move it here, we just need to manage the permissions here.

@m-mohr ty! In the worst case we can handle it without transfer but by just having a fresh repo.
