Add New Component for 'Modernizing MML Stock Assessment Workflows' #18

I think it would be helpful to have a new component for 'Modernizing MML Stock Assessment Workflows' that could capture the MML SAR Openscapes team efforts. @jmlondon and @erinrichmond would be leads.

I've added this new component to the database. There can only be one lead assigned to a component, but that is something you can edit in the DB, so I'll leave you to decide who that should be... :)
