doc: Fix orphaned documentation pages for Features #2407

This PR fixes the Features page. There are two sides to the update:

All pages doc/a-features/*.md that were in parallel and empty at the top level are now subpages of Features
The Features page becomes an actual TOC

Look at the menu to the left as well:

This is one step towards fixing https://github.com/stack-of-tasks/pinocchio/issues/2408 but it does not address the whole issue yet.
