New methods to create a new user #28

Hi Paul,

If you're happy with the changes I've made can you update the package. Changes below:

Added CreateUser and AddPassword methods to TeamCityClient. Added SampleCreateUser test to IntegrationTests (set to ignored because it requires an administrative user to create a new user).
