Run lightweight volume provisioner on (IONOS) clusters #97

The HDFS operator integration test still runs on Azure (see https://github.com/stackabletech/ci/issues/79)

One idea to fix this (and other?) issue(s) w/ IONOS PV(C)s is to use this lightweight volume provisioner:
