Restructed the contributors guide significantly as part of https://github.com/stackabletech/documentation/issues/555

closes #555

'Steps to contribute' has been completely replaced with new pages, part of it was moved into READMEs in the repos.
Dedicated pages for 'Contributing code' and 'Contributing documentation'
documentation from Nuclino has been moved here (closes https://github.com/stackabletech/documentation/issues/578)
