Improve search

Our current search uses lunr and it is very bad. It is difficult to find anything, it is not configurable.

Alternatives:

• Algolia (spike PR) - easy to set up, styling is not documented, UI difficult to configure, but pretty good out-of-the-box. Major drawback: external index and external crawling
• pagefind
  • static index building, works on the built side out of the box
  • no calls to other servers
  • configuration fairly easy.
  • filters are possible
  • UI not obvious to integrate out of the box
  • Apache also uses pagefind - maybe we can copy their UI choice with the magnifying glass in the menu bar? looks good I think
