build process for operators in https://github.com/stackabletech/operator-templating is updated for ARM #553

This will resolve https://github.com/stackabletech/issues/issues/516 and https://github.com/stackabletech/issues/issues/518 as with https://github.com/stackabletech/issues/issues/552 we automatically sign every image and create sboms. The pipeline won't need extra changes for that

Just started to look into this and found several issues with the Makefile. I will recommend to solve https://github.com/stackabletech/issues/issues/517 first and then enable the builds on BuildJet
