Add task to compile list of notable new features in new product versions we support. #660

We should also include notable new features of the product versions we support in the Release Highlights.

This task can be done immediately after the product version discussion, so pretty early in the release cycle. This means it is potentially not right in this issue, as it might only be created later, not sure.
