Stolen ships taking room in your fleet - people would need to grind down the classifier immediately to avoid being tracked

Ships would be a bit more difficult to steal - protecting your classifier could be an interesting design motivation
However, to do it we first need to warn people better that if they don't take over the classifier of a ship they're stealing, it can be tracked. Putting this in /gc help is not enough. Most people taking ships will get into a cockpit on it early on (in fact this seems the best correlation and why we're using it now). We can warn them then like:
"Warning: Someone else owns the Hull Classifier on this ship. You must take it over or you can be tracked"
This would help with several situations, namely:
