Describe the bug Tooltips to Expand All and Collapse All in Fleet Editor are blank

To Reproduce Steps to reproduce the behavior:

  1. Go to Fleet Editor
  2. Mouse over Expand All and Collapse All buttons on the right of the Fleet Editor
  3. See blank tooltips (see screenshot)

Expected behavior Tooltips should contain text or not appear

Edit: Issue occurs on Experimental Branch 0.3.2.22:240630-0917. Cannot edit labels for this issue.
