added: allow set options for each postcss plugin #3

Hi @ahdinosaur, how are you?

I made a pull request to add the possibility of setting options for each postcss plugin and I changed pull-test in favor of tape since you are using it in sheetify too.

Please, if you find something that you don't like it tell me and i will try to fix it as soon as posible. :smile:

hey @tinchoz49, yeah i'm doing well, lately been able to relax and focus on my well-being, after working a bit too much and having a mini burnout. thanks for asking. :smile_cat:

this looks legit, definitely a feature that should be included. your code looks good, i appreciate you writing tests as well.
