Change the URL structure

This is what the top internal links look like at the moment

It will probably make more sense to have a directory-like structure for the top technologies. E.g. stackmuncher.com/lang/rust

The old ?rust links should return a permanent HTTP 301 response.

The proposed structure is not exactly what was meant originally by this issue. This may need to be placed on hold until DEV and GH accounts are unified and there is a bit more clarity on the name conflicts. E.g user RUST vs language RUST.
