It's a good SwiftPM Plugin example. Could I just ask you some questions?

Does the SwiftPM Plugins only be used within SwiftPM?

for example: Can I use SwiftPM Plugins in a Project created by Xcode?

I think it is possible to run SwiftPM plugins in the Xcode 14 beta (I haven't tried it yet though). There are some WWDC22 talks about Swift package plugins that you could take a look at I think
