Create a change log for App Mining decisions #84

What is the problem you are seeing? Please describe. App Miners are confused about changes to app reviewers. PBC has no good way to reference the canonical state/updates of app mining changes.

How is this problem misaligned with goals of app mining? Just makes things slow and confusing.

What is the explicit recommendation you’re looking to propose? Create a change log and when we reach new decisions log them there.

Describe your long term considerations in proposing this change. Please include the ways you can predict this recommendation could go wrong and possible ways mitigate. N/A. This is just a procedure change to make communication easy.
