We need to highlight the email capture CTA more prominently on the testnet.blockstack.org page. Right now need to scroll down a page before finding it.

Copy the same banner with an email capture that's on blockstack.org over to the testnet site
Describe alternatives you've considered
Could also move the email capture up higher on the page, put a button at the top, or have a notice that pops out.
