Update faucet error to reference possibility of server-side error #1167

As encountered in https://github.com/blockstack/stacks-wallet/issues/259, the current error message may falsely indicate that the entered address is incorrect when there's actually an underlying server-side error.

We should update the copy to indicate both possibilities.
