[x] Built out rest of routes to support explorer.

[x] successfully tested client-side transaction generation in regtest and mainnet!
[x] added some safety checks to that client-side transaction generation code
[x] work with Jack on the utxo service
[x] added some topics for tomorrow's engineering meeting.
