Additional Clarity value types: Update downstream packages #117

As soon as https://github.com/blockstack/stacks-transactions-js/issues/110 is completed, we need to create PRs to update the dependencies in the following projects

[x] Stacks Blockchain API https://github.com/blockstack/stacks-blockchain-api/issues/223, @zone117x
[x] Connect, @hstove
[x] Stacks CLI, @yknl
[ ] ClarityJS SDK, @hstove

@reedrosenbluth I'm assuming you to this issue so you can ping us once this can be worked on. Re-assign to me at that point. thanks!

@hstove there's only the ClarityJS SDK fix left. should we keep this issue open to track or close it out for now?

ClarityJS SDK needs more love :heart:
