[Feature] - Sponsored Wallet Selection #491

This does not handle the private key management between the wallet and Emily api

For the sake of testing and progress this feature is for selecting a wallet from a set of wallets with the least amount of pending transactions or transactions in general & with funds lefts.

We'll use testing wallets for this and once the sponsorship tools are built out expand this further to handle the private key management

Will only have one wallet at the start - probably need to revisit down the line
