Event replay check takes too long if log files are large #89

if the services are running or in DEBUG mode, a required check for check_event_replay during docker up/down can take an incredibly long time to return data.

Either:

shorten the logs we're reading through to determine if an event-replay is in progress
add a timeout to how long it takes to check (if it takes a long time to return data...the event replay is not running anyways)
add a statefile to record the last run command (start/stop etc)
