Remove developer mode as default feature #3257

The feature developer-mode is set as default which leads to:

Excessive logging in https://github.com/stacks-network/stacks-blockchain/blob/26bfd5fcdc1f25106288f18ced05290b569f6abb/clarity/src/vm/functions/mod.rs#L470
Unclear divergent behavior compared to disabling the feature: https://github.com/stacks-network/stacks-blockchain/blob/d8ad79ee3d26e52cd0f18a1772b6279b5a621fc6/clarity/src/vm/contexts.rs#L1693

We could make this line a debug! to decrease verbosity
