Fix miner forking by being strict about sortition winners #5435

This test has been so flakey and it hurts my soul and its really mostly because we can't gurantee sortition winners. Now lets change that. I am 99% sure I am testing what it used to test but @kantai I think you wrote this test, so would really appreciate your input.
