Is your feature request related to a problem? Please describe. The currrent Stacks token emission schedule creates uncertainty during two major protocol developments: the launch of sBTC and the continued operation of Nakamoto signers.

Describe the solution you'd like Implement new emission schedule as specified in SIP-029

Additional context Community voting period will complete on ~1st Dec Current halving will happen at tenure height 210,38 during cycle 100
