Proposal: Generic bounties #380

Instead of having individual bounties (as "build a portfolio app" or "implement ipfs/storj/sia driver"), it would be also very handy to offer more generic bounties (as for example "add an app idea").

More specific things I have in mind:

Implementing accounts & proofs to blockstack.js
Implementing storage drivers for Blockstack Core
Implementing chain drivers for Blockstack Core
Implementing a whole library (e.g. as go-blockstack or blockstack.js)
Integrating Blockstack into something (Tor Browser, SSH, GnuPG)
many more smaller things
