Consolidate and deprecate repositories #392

Here's the discussion with repos that should be deprecated: https://forum.blockstack.org/t/2018-new-year-repo-cleaning/3825?u=larry

@jackzampolin or I will need admin permissions on both http://github.com/blockstack and the https://github.com/blockstack-packages organizations to take care of this. tagging @shea256 for those permissions.

We're waiting on @muneeb-ali 's approval to give you the permissions you need to take care of the changes.
