In the new version the phantom labels have a little text explaining the idea of phantom labels, with both a link to the table of contents for that chapter, and a link to the first section (although that text might be a little confusing). I can change the behaviour, also giving the table of contents for that chapter on the tag lookup page. It sounds like a good idea.
Yes, that is on /tag/0011 but I thought a stable link for the browse page /chapter/0011 might be a good idea? Just wondering.
Although it is unlikely, this would lead to clashes if there was a chapter with number 1000 (which is also a valid tag identifier). I propose to have both chapter/4
and tag/0011
with the latter having the same content as the chapter browsing page, together with the explanation of the phenomenon "phantom tag". The first would have the chapter layout, the second the tag lookup layout and is more like a convenience for the user with the main advantage that it is truly stable (this could be mentioned in the sidebar for instance).

OK, perhaps we should use the tags pointing to the phantom labels to refer to the chapters as well. So we could have
