Adds `RewriteBase /` to .htaccess #61

The RewriteBase / fixes a rewriting problem on some servers.

Why does it fix the problem? Because there shouldn't be one, so I'm a bit confused.

Well, on my host some settings don't seem to have sane defaults. The documentation of Apache says that RewriteBase is more or less required. http://httpd.apache.org/docs/current/mod/mod_rewrite.html#rewritebase For what it's worth: Wordpress blogs also have this directive. But I realise that is proof by authority.
