Thank you for the proposal, however we we have decided to deny your application. For the next several quarters we are laser focused on conserving funding for efforts that have clear alignment with the current priorities of the grants program noted here - specifically sBTC.
I would suggest you reapply once sBTC is on mainnet and our priorities are able to shift to subnets and ZK solutions. Sounds like a cool project. I hope you do!

GRANT MISSION, IMPACT, RISKS & REFERENCE
Grant Mission: The Stacks blockchain, which anchors itself to Bitcoin via PoX, has many active software developers building on it. However, Stacks developers need lower latency, quicker finality and privacy features to be able to build apps and smart contracts that serve the mass market.
zkStacks will be a Stacks subnet designed to use ZK-STARK to ensure decentralization and privacy, and Byzantine Fault Tolerant consensus - where miners will be responsible for issuing subnet blocks, users validate and subnet miners control withdrawals.
zkStacks will be designed to transact Stacks assets, allowing users to move assets in and out. While a user’s assets are in a subnet, they will trust that subnet’s consensus rules while It interacts with the mainnet using a smart contract.
zkStacks is a secondary or substitute network that will help to scale the overall Stacks network. Each subnet node will have its own Virtual Machine (VM) to ensure transaction validity, set of miners and consensus rules independent of the mainnet. Deposits and withdrawals will require users to submit a layer 1 transaction to invoke the dedicated smart contract method.
The mission of zkStacks is to create a scalable, privacy-enhanced blockchain that Stacks developers can build DeFi, apps, and smart contracts on top of, while enabling users to transact in a fast, secure, privacy enhanced way - accelerating the overall developer base and user base of the Stacks ecosystem.

Grant Risks: Risks include code bugs, flaws in the network design and not having enough funds to finish. We will overcome these risks by encouraging open source contributions and by offering bug bounties. We have scoped out the estimated dev time in detail to ensure we have enough runway to deploy on testnet.
