Update standard operating procedures #100

Since the start of the foundation a few things have changed in our general procedures, and this PR will update the sop.md document to reflect the steps necessary to help with different parts of the community governance initiative.

Update: in addition to updating sop.md, this PR also adds a github issue template for each of the meeting agenda tags, making it easier/faster to add an action, discussion, or stacks foundation-related item.
