Update CAB configuration #88

This PR takes the excellent work done by @Hero-Gamer and codifies it into the original SIPs repository regarding CABs, members, and related information.

This PR also supersedes #87 and adds the same info but in the new format - so once merged that one can be closed as well.

@jcnelson This PR updates the current CABs with the new expanded formatting, similar to what's on the forum.

I tried to keep the markdown modifications minimal but made some opinionated choices, e.g. listing all members in a list versus a single line.

I also added a template, updated the README, and updated the inactive CABs so everything is in alignment for the considerations directory.

Do you see any blockers to merging this in?
