PBC will no longer have a seat on the steering committee #3

I got word from PBC that they feel that it would be in the best interests of the Stacks blockchain's governance if it relinquished its seat on the SC. This means that the initial SC is down to two seats. I don't like this -- it's prone to vote deadlock.

Addressed -- the foundation will take over its seat, and will allocate more seats to the SC once the community voting mechanism is working.
