Reorganise the collection to better suit STAC API #11

STAC API requires a flat structure of a collection with items underneath. The current NALCMS STAC structure has several levels of hierarchy which is incompatible with the STAC API. The STAC structure needs to be reorganised into one or more collections each with a set of linked items.
