Remote https tests are failing. #8

No longer a problem. Remote data was temporarily unavailable. Failing tests were uncommented in commit https://github.com/stactools-packages/noaa-nclimgrid/commit/6fc541014a0ecf0d7a6173d08d6a6f20ed40d928 and now pass.
