Add Thumbnails #20

Is your feature request related to a problem? Please describe. Each Asset should have a thumbnail. PNGs with a 16:9 aspect ratio, typically 720x405

Describe the solution you'd like Implement this at COG creation time, and include in Asset assignment.

Additional context This is for data browsers to be able to render thumbnails quickly.

Update we might just need a Collection thumbnail not every asset.

If this was for the Planetary Computer, then we do indeed just need a thumbnail for the collection. We're using TiTiler to dynamically generate asset thumbnails. So I think this can be closed.
