Create merkle proofs dir if needed

What's in this PR:

Current:

• sp-rewards-merkle-proofs dir is created during stader-cli service install, if this dir for some reason been removed, download merkle-proofs will failed.

Proposal:

• We check if we need to create this dir before actually save merkle-proofs files
