steps to reproduce:

1. as a process-admin, create a new user role moderator with user and email: https://letterbox.dev.pokecode.net/admin/participatory_processes/digital-letterbox/user_roles 1.1 as a process-admin, assign new valuator to proposal via proposals dashboard (using actions): https://letterbox.dev.pokecode.net/admin/participatory_processes/digital-letterbox/components/2/manage/ https://user-images.githubusercontent.com/40388743/192554012-c4470737-5311-4d9d-a8d0-2dcced81fb3d.mp4 1.2 as a process-admin, assign a new valuator to proposal via detailed proposal (using new feature: https://github.com/stadtluzern/decidim-letterbox-damagereporting/issues/20): https://letterbox.dev.pokecode.net/admin/participatory_processes/digital-letterbox/components/2/manage/proposals/14
2. as a moderator (user: pau_valuator_2) i don't receive any email/notification
