R24. Send a notification to participatory-admins when a new proposal is created

Current behaviour As a follower (in participatory space/proposal), I receive a notification every time that a new proposal is created. As an administrator of the participatory space, I am a follower per default.

Desired behaviour As an administrator who receives this notification, I would like a link to the backend in order to evaluate. Text should be: Check it out at (link:) the admin panel

Inspiration Is the same behaviour as when an administrator left a private note and others administrators receive this notification

1. First of all, you have to super-admin, process-admin or valuator
2. When a user creates a proposal, automatically a notification is generated:
