Is your feature request related to a problem? Please describe. As a user I want to choose for image upload if I want to upload an existing picture or to take a picture right on place

Testing

1. As a user, go the reporting space
2. Create a new proposal 2.1 If you have a mobile, you can add a photo of your gallery or you can use your camera 2.2 If you have a device, you can add a photo of your gallery 2.3 If you have a mobile or device, you can skip the photo with "Has no image"
3. Complete your proposal!

@paarals Aceptence criteria 3: As a user, I can take a picture right on place in proposal wizard (mobile) Does not work with my phone yet (Xioami MIUI Global 12.5.8 - Android 11)

With my colleague Matthias phone, it opens the camera only even when wanting to upload an existing picture. (ios Version 15.6.1)
