Add new Matomo tracking rules

Currently, a couple of actions are not tracked and should be:

• opening of external links to carpooling offers
• opening of external links to sharing stations/vehicles
• enabling/disabling a specific map layer
• ...

These should be added, and the documentation should be extended to describe these and how to add further events.
